This is V1.5 of the quick comment.  Version 1 just was a link that brought you to the commenting page.  This accually adds the textbox and the buttom so you don't have to load anything.

USER = The user you want the quick comment to be added to.
ID = The Number the person is when he joined.  If you go into there profile, you will see at the top this:

http://smfffhacks.smfforfree2.com/index.php?action=profile;u=1

The Red number will be the number you put in to the "ID" Section.
